wordpress upload image http error

I been searching how to fix the HTTP error while upload image but cant any solution. One place asking me to access my cPlanel and change my root directory, public_html file (.htaccess) which I can’t even find. I know for sure my image is not even close to being over the limit but it keeps coming up with HTTP ERROR
