Theme design is missing on certain pages in certain browsers!

I did not get a reply to my previous request 3 days ago!
Several of my pages are missing theme design in several browsers: Chrome, IE and on mobile devices.
The details:
Navigation from the main menu on the first page takes user to the pages without the theme design: Contact, About and Blog. (Please, see the image attached) However, when navigating from these pages, the theme design is viewable again even on the same pages. I checked it in three browsers and on mobile devices. Only Opera shows site normally. Others – not!
What is the problem? How long do I have to wait for the answer?
