OK, I tried deleting browser caches among other things. I also tried this on a clean machine. So it is happening on 3 different machines that I have tested so far. The behavior only manifests itself if when scrolling down before the page is finished loading. It acts like some code is still configuring the header and when fired it places the header in the fixed position.
* If I just sit there and let the page load fully, the header acts properly.
* If I scroll down immediately before page fully loads the header sticks improperly.I am at a loss. Any ideas?

Sorry, I am confused how this would help my situation. My header does not seem to be loading correctly. I have turned off global options for sticky header and it is off on each page. My header will still stick randomly if I scroll down.
PLEASE SEE PIC Attached. I highlighted in yelllow the whole header sticking ***Sometimes it doesn’t show this behavior if I do nothing. Scrolling down and not waiting for the page to load will make the header stick 9 times out of 10, but it does not always happen. It is erratic.
And you will notice a separate issue, I drew a blue arrow pointing to the problem. The floating highlight (underline) does not center on the page link selected. i.e. if I click Classes in the header it is Ok, but when I get to Contact US or FAQs the underline indicating the page you are on is shifted to the right. The underlined link is worse on the right most page links in the header.
